大陸人行副行長劉士余13日出席「互聯網金融峰會」時表示，人行充分尊重互聯網金融發展的自身規律，支援互聯網金融的發展，不會把「看得見的手」伸到正常的、健康發展的有機體裡。但同時強調，希望從事互聯網金融業務的企業能夠在不違法的底線內尋找業務模式和空間。他表示，推出互聯網金融監管措施目前尚無時間表。
劉士余指出，發展互聯網金融，應注意防範風險，有兩個底線不能碰，一是非法吸收公共存款，二是非法集資。
財經網報導，互聯網金融近期成為市場熱點話題。6月13日阿里巴巴發布了「餘額寶」，至上週末近兩個月吸收資金250億元(人民幣,下同)；7月新浪發布了「微銀行」；8月微信5.0版與「財付通」開通。6月26日至7月18日，東方財富網「活期寶」23天累計銷售16.48億元。蘇寧易購旗下的互聯網支付工具「易付寶」也將申請基金支付牌照，線上線下(網路/門市)推廣理財產品。
互聯網金融的火熱，也引起了大陸監管層的注意。8月1日由大陸人行、銀監會、保監會、證監會、國務院法制辦、工信部、公安部組成的「互聯網金融發展與監管研究小組」前往浙江、上海調研互聯網金融；為互聯網金融發展以來最大規模的政府調研行動。
至於今年內是否會公布監管措施，劉士余表示，還需要瞭解金融互聯網發展現狀，存在的問題及要解決什麼問題。他指出，一行三會赴滬浙調研互聯網金融是為瞭解整個產業發展全貌，推出互聯網金融監管措施尚無時間表。
