「尼特族」激增！　職場見習幫青年就業

培訓學員陳穎薇：「去發想那個正三角形。」

青澀的臉龐，聲音還有點怯生生，不太習慣當主角，但20歲的陳穎薇，為了「職業培訓」還是得鼓起勇氣。陳穎薇：「設計不一樣的風貌，它中間有加一個Youth。」

看著投影上頭的圖檔，細細講解，把設計概念到成品呈現都一字不漏完整傳達，陳姿卉也不過21歲，都還在學，但已經急著想要在「真實職場」搶先佔有一席之地。陳穎薇：「(職場)環境，還有它是怎麼(作業)程序，他們一開始是怎麼製作，學校就只是交作業嘛。」

培訓學員陳姿卉：「可能以後履歷就可以多這一條，你也可以說你有實務經驗。」

簡單來說就是想擺脫「草莓族」的稱號，因為尼特族現象正在蔓延，所謂的尼特族，就是不升學、不就業、不進修，也不參加就業輔導的年輕人，在主計總處統計當中，台灣的尼特族高達47.2萬人，其中15-24歲的失業青年就有11.3萬人，換句話說，8個年輕人裏頭就有1個失業，這個狀況比日本和南韓還要嚴重。

台少盟資深專案經理洪曉萍：「這一群青少年，確實的處理方式，就是先逃避，可是逃避之後，他還是希望回來，可是他那個面子，沒有管道或是拉不下臉來，那確實需要企業主給一個機會跟更多的耐性去包容他們這樣子的過程。」

於是，拯救青年失業刻不容緩，4年前台少盟和10個社福單位要替這群「逆風少年」找工作機會，同時也找一個成長的機會。輔導員：「要忠於原創。」

從最基礎的1個月培訓課程，在歷經2個月的職場見習，過去3年就輔導500名15-24歲青少年參加就業培訓，而且正式上工的人數越來越多。

洪曉萍：「就是我們大概有設計職種，還有餐飲服務業，還有飯店休閒管理這一類，其實師父在(教學見習)過程裡面，師父會給他一些觀念，不是說你個人很厲害就好了，重點是你要學習溝通還有團隊合作，因為現在不是打個人戰。」

其實台少盟在2010年加入幫青年就業之前，教育部老早有計畫在2008年開辦On Light計畫，主要針對15-19歲，國中畢業沒有升學也沒工作的青少年，只是台少盟去年108名學員當中，穩定就學和升學的達成率高達95%，比教育部去年89%達成率還要亮眼。

但為了解決畢業就失業的問題，新北市政府竟然想出「初次尋職津貼」的辦法，只要失業6個月的社會新鮮人，每個月發放5千元津貼。新北市勞工局長謝政達：「要領這津貼，他必須同意經過我們的面談以後，然後經過心理測驗以後，同意我們的一個輔導計畫，他必須接受這輔導計畫以後，我們會發放第一次的津貼給他。」

想提高青年就業，官方立意良善，但降低失業危機，或許從教育根本著手，比拿錢當誘因 更有說服力。
