| FOMC會議擬縮減購買資產規模 可適度增持防禦資產

美國聯準會公布7月公開市場操作委員會（FOMC）會議紀錄顯示，在7月會議中，幾乎所有聯準會官員都支持聯準會主席柏南克縮減購債政策，只要經濟發展如預期好轉，聯準會將於今年底前減緩每月850億美元的購買資產計畫速度，德盛安聯投信產品首席陳柏基認為，包括美國公債在內的保守資產反而在過去一段的下跌中出現誘人的投資價值，投資人可適度增持防禦資產。
根據FOMC會議紀錄，聯準會官員並未對於縮減規模的時間點是落在9月、10月或12月並未凝聚出共識，部分官員強調，在決定對資產購買進行任何調整前，應耐心評估經濟方面的額外訊息，另一些委員認為長期的利率水準攀升會成為阻礙消費支出和經濟成長。
德盛安聯投信產品首席陳柏基指出，從FOMC會議紀錄來看，整體而言聯準會官員希望寬鬆政策保持尾勁，能繼續「買些時間」讓經濟復甦更為強勁，但同時聯準會不得不面對終究要退場的問題，不能讓量化寬鬆政策一路推升資產價格，造成金融市場的不穩定。
陳柏基說，全球金融市場從5、6月起陷入震盪整理，就是在反應資產價格被過度推升的問題，研判市場震盪恐怕還會再持續一段時間．未來將持續受到經濟數據、聯準會官員談話而上下擺盪。
針對FOMC會議紀錄，券商德意志銀行也指出，市場必須了解會議紀錄是3周前的看法，未來聯準會政策還是要隨其它資訊做出調整，例如8月以來10年期公債殖利率已上升超過35個基本點，也可能會影響聯準會未來的決策，在縮減購債規模時間點尚未凝聚出具體共識前，預估退場議題仍會導致金融市場動盪。
FOMC會議紀錄顯示多數聯準會官員仍在同一條船上，至於未來決策怎麼走，仍得視9月17、18日前公布的經濟數據是否持續復甦而定，此外，9月市場變數不僅只在於聯準會縮減寬鬆，另外還有包括德國選舉、Fed主席接任人選、美國財政預算案的兩黨分歧，埃及、敘利亞地緣政治風險等，股市及風險性資產可能震盪，陳柏基指出，包括美國公債在內的保守資產反而在過去一段的下跌中出現誘人的投資價值，投資人可適度增持防禦資產。
