標題[請益] RD 提案所必須包含的項目

| 發展經濟 薄開創重慶模式

重慶近年來經濟成長迅速，是大陸內地經濟成長最快速的省市，對照起前市委書記薄熙來即將公開受審的落魄情況，重慶經濟發展卻依舊保持高速成長，今年上半年的外商直接投資更成長20％，反映出重慶已經完全擺脫薄熙來的影響。
薄熙來在2007從商務部部長調任重慶市委書記後，重慶在隔年的外商投資金額就大幅成長170％，達到27億美元，2009年更暴增到40億美元。在薄熙來下台的前1年，重慶2011年的經濟成長率高達驚人的16.5％，不但遠超過沿海各城市，更在大陸各省市中名列第1。
在重慶當地政府積極招商的政策下，國際筆電製造大廠也紛紛前往投資，包含惠普、廣達、富士康、英業達等業者及下游供應商集體跟進，使得重慶成為全球筆電第1大生產地，2011年的出口成長年增率更飆高到165％，不但讓重慶成為大陸地方經濟中最受矚目的明日之星，甚至一度出現「重慶模式」一詞來形容這種對外開放的經濟發展戰略。
但在2012年爆發的薄熙來下台事件，卻讓企業對於投資重慶的信心開始動搖。
為了確保企業對於投資重慶的信心，在薄熙來案發後，中共中央調派時任國務院副總理、現晉身至中共中央政治局常委的張德江前往穩定軍心，張德江明確表示「重慶的改革開放政策不會變」，讓原本擔心優惠政策可能取消的台商業者注入一劑強心針。
英國金融時報的報導就指出，大陸中央給與的諸多優惠措施，是重慶經濟快速發展不可或缺的基礎。在中央的許可下，重慶是大陸內陸城市中唯一可以擁有2個保稅區的城市，而重慶近年來吸引的外資也多設在這些保稅區內。而重慶為了保稅區與城市建設，也投下了大量基建與固定資產投資，改善了經商環境，而外商的進駐則是讓這些基礎設施與產能有了用武之地，不至於成為過剩產能。
