山水米以越南米混充台灣米，過去2年間被農糧署抓包18次，這次終於遭罰20萬，但山水米董事長李東朝竟說，我不是最多的！

知名山水米製造商泉順食品公司出品的「佳長米」，用劣質越南米混充台灣米，農糧署長李蒼郎指山水米2年內出包18次，怒批業者「行徑囂張」。

李東朝28日再度出面，他表示，標示不實有好幾種，是品質啦！規格啦！「我18次不是最多的。」農糧署副署長陳建斌回批，「小過不斷、次數很多，有點說不過去。」

農糧署表示，山水米2011年不合格8件、2012年不合格10件，其中5次標示不符，但過去18次都是「限期改善」，業者利用「一個月內限期改善」逃避罰則，這次是第19次違法才遭罰20萬元。

為了不再讓業者有投機心理，加強市售米管理，農糧署28日表示，將研擬修訂《糧食管理法》，把最高罰款額度提高為300萬元，也不再給予改善期限即逕行開罰，遏止業者投機心理，預計9月底送立法院審議，最快年底實施。

另外，在相關主管機關介入下，山水米也提出補償方案，在7月1日到8月28日期間購買「山水佳長米」的民眾，可到通路商全額退款，並贈送2包台灣產1公斤裝國家標準一等「山水日光米」；不要求退費者，則換取6包山水日光米。方案從9月10日開始。
