【鄧惠珍／彰化報導】彰化市大竹里安溪東路51巷江南花園城整排28戶民宅與道路，昨晚出現傾斜龜裂，最寬22、30公分，彰化市長邱建富昨先緊急撤離居民，民眾今天回去整理家當，發現龜裂情形更嚴重，最寬達5、60公分，深超過120公分，幾乎可以吞沒一個3、4歲的小孩。

居民說，昨晚劈劈啪啪的聲響，有人嚇得逃到親戚家住，公所也安排居民到南瑤宮、榮民安養中心等處安置，今早回家園一看，竟然裂得更嚴重，大家趕緊搶搬家當。

從中國嫁到台灣的黃姓女子含淚說，1年多前夫妻好不容易存一筆錢，加上娘家資助、銀行貸款，共花250萬元買了屬於自己的家，卻在一夕之間面目全非，為了家人與2歲女兒安全，只好先忍痛搬家。經營沖床工廠的張先生說，機器都是上百公斤，擔心大型車輛進入搬機器，恐又影響地基塌陷更嚴重。

彰化縣長卓伯源表示，將先請土木技師、建築師等公會前往會勘，先確定該處與附近民宅安全性、防止災情擴大並安置災民，再研究重建問題，已指示彰化縣消防局成立救災指揮中心，並派出義勇特種搜救部隊，協助民眾搬家。

【徐珮君／台北報導】行政院中午公布財政部、陸委會、金管會等部會副首長人事案。財政部政務次長由現任金管會常務副主委吳當傑接任，金管會常務副主委由現任證期局局長黃天牧接任；陸委會特任副主委則由政務副主委張顯耀接任，政務副主委由陸委會主秘兼發言人吳美紅接任。

另外，原民會政務副主委由前行政院東部聯合服務中心執行長高揚昇接任；常務副主委則由現任原民會文化園區管理局局長鍾興華接任。但國防部副部長職務，仍未補實。
