【大紀元2013年09月06日訊】(大紀元記者楊采華綜合報導)日本央行結束為期兩天政策會議後發表聲明稱，日本經濟正在「溫和復甦」。在上月的評估報告中，日本央行稱經濟「開始溫和復甦」，當時稱這一用詞表明經濟離全面復甦還差一步。

日本央行(Bank of Japan)週四(5日)宣佈日本進入全面復甦階段。此時正值其國內激烈討論是否應從明年4月起將消費稅率自5%上調到8%之際。安倍預計將在10月初就此作出決定。

自今年4月份推出大規模貨幣寬鬆措施後，日本央行對其政策信心逐步增強。近來公佈的日本經濟數據普遍好於預期：8月製造業PMI為52.2，明顯超過7月的50.7，7月失業率降至2008年10月以來最低。7月份日本核心物價指數(CPI)較上年同期上升0.7%，為四年多來最高昇幅，超過了該行貨幣政策委員對於截至明年3月份當前財年CPI升幅的平均預期。第二季度商業投資也擺脫了下降局面，意味著經濟開始全面復甦。

日本央行貨幣政策委員會一致決定，將每年主要通過購買國債向經濟注資這一關鍵政策維持在60萬億(兆)至70萬億日圓不變。

在稍晚的新聞發佈會上，日本央行行長黑田東彥(Haruhiko Kuroda)表示說，如果銷售稅上調或其他風險威脅到央行實現2%的通脹目標，將準備好採取進一步的貨幣寬鬆。但他也補充說，當前的經濟和物價走勢符合預期，不需要採取進一步行動。
