亞洲最大外匯交易中心 新加坡取代日本

新加坡央行表示，根據國際清算銀行 (Bank for International Settlement，BIS) 的調查，新加坡外匯交易量過去3 年來大幅成長，已取代日本，成為亞洲最大的外匯交易中心。

新加坡金融管理局 (The Monetary Authority of Singapore，MAS) 昨天 (5日) 在一份聲明中指出，新加坡每日平均外匯交易量，從 2010 年 4 月的 2660 億美元，上升到今年 4 月的 3830 億美元，升幅達 44%。同時期內，利率衍生商品的成交量也上升 6%，達到 370 億美元，是僅次於日本的亞洲第二高。

澳盛銀行集團 Australia & New Zealand Banking Group Ltd. (ANZ) 的資深貨幣策略專家 Khoon Goh 表示，新加坡崛起成為亞洲最大外匯交易中心，部份歸於亞洲貨幣的重要性增加，以及新加坡所處的時區剛好適合。

據 BIS 的資料顯示，在高達 6 兆 6700 億的全球外匯交易市場中，新加坡僅次於英國及美國，排行第三。新加坡政府為了發展金融業，推出許多鼓勵政策，除了外匯交易市場因此急速擴大，基金管理產業也發展迅速，新加坡總共有超過 500 位資產管理人，負責管理大約 1 兆 1000 億美元的資產。

成長力道
新加坡金融管理局副管理總監 Jacqueline Loh 表示， 快速成長的外匯交易市場，對發展資本市場及資產管理產業至關重要。這也讓新加坡更有條件成為亞洲金融中心，為全亞洲需要投資及風險管理服務的企業及金融機構，提供金融服務。

新加坡的貨幣交易量，還只是英國的 7 分之 1，也不到美國的 3 分之 1 。英國佔有全球交易量的 41%，美國則是 19%。BIS 指出，新加坡的交易量為全球的 5.7%，日本以 5.6% 緊追在後，接下來則是香港的 4.1%。

BIS 在昨天發佈的一份報告中指出，外匯交易活動越來越集中在少數的全球金融中心。2013 年外匯交易中的絕大部份，都是透過上述 5 個地方的交易平台完成交易的。

資金撤離
過去 3 個月來，新加坡元對美元貶值了 2.2%，是這波國際投資基金撤離發展中國家行動中，貶值幅度最小的東南亞國家貨幣。新興組合基金研究全球公司 (EPFR Global) 在 8 月 23 日提供的數據顯示，自 5 月底以來，已經有高達440 億美元的資金，從新興市場股市及債券基金中撤離。

新加坡外匯市場委員會 (Singapore Foreign Exchange Market Committee) 在 7 月 29 日所發表的半年度調查報告中顯示，新加坡在 2013 年 4 月的每日平均外匯交易量為 3260 億美元，比 2012 年 12 月上升了 6.2%。新加坡政府一直以來都很鼓勵大型金融機構到新加坡開設營運中心。

瑞士央行－瑞士國家銀行( Swiss National Bank，SNB) 為了舒緩其在蘇黎士總部的交易平台必須 24 小時運作，交易人員必須上夜班的壓力，並且也為了更有效地管理其在亞洲的投資，2 個月前在新加坡設立了辦公室。瑞士國家銀行總裁 Thomas Jordan 在 7 月 11 日表示，是新加坡做為區域債券交易中心的地位，促使他把 SNB 創立 106 年來第一家外國分行設立在新加坡。
