上海一家外資銀行高層透露，中國人民銀行（大陸央行）擬於近期再度放寬個人每年購匯額度，機構投資人申請QDII（合格境內機構投資者）額度也將大幅放寬。各項鬆綁有利於居民跨境投資，有助人民幣國際化。

大陸外管局於8月27日公布《合格境內機構投資者境外證券投資外匯管理規定》的內容提及，未來投資人匯出入非美元幣種資金時，應轉換為等值美元，計入QDII額度之內。

這位高層解釋，過去投資人若直接搬美元現金前來進行海外投資，是可以不計入QDII額度內，本次計算基礎改變，代表未來對外匯資金的流動控管將更精確。

此外，按官方配套政策，在改變QDII計算基礎的同時，也將放寬個人每年購匯額度，放寬幅度還待最終確認。對購匯額度放寬到多少，這位外資高管不便透露。

【林錫淵／高雄報導】4名越南籍男女今天凌晨在高市鳳山區一家釣蝦場附設KTV唱歌、喝酒、開毒趴，有人拉K、有人吃搖頭丸，4人玩得正HIGH，鳳山分局員警上門臨檢，4人看到警察嚇一跳，現場K他命毒品來不及收拾掉在地上。

警方一進門就聞到K他命臭味，並看見地上有一包K他命，卻無人承認是誰所有，警方逐一盤問時，26歲杜姓女子從身上拿出5顆二級毒品搖頭丸，她坦承吃搖頭丸助興，警方將4人帶回偵訊並驗尿，阮男等3人驗尿後先行飭回，杜女則依《毒品危害防制條例》送辦。
