外交部：創意安排 AIT樂見

中國時報【仇佩芬／台北報導】

國際民航組織（ICAO）致函民航局，邀請局長沈啟以「理事會主席特邀貴賓」身分，率團以「中華台北」名稱參加。外交部次長史亞平表示，這是首例也是特例，是在朝野共同努力、兩岸關係緩和，以及國際支持等3項因素的相互配合下，獲得務實專業參與的進展。

而美國在台協會（AIT）也特別發表聲明，對此一進展表示樂見，並認為參與國際民航組織大會，將有助於台灣當局對於飛航安全和環境措施的推動，使其能與國際民航標準和建議運作模式接軌。

史亞平表示，這也是5年前參與世界衛生大會（WHA）後，再度參加聯合國專門機構會議。

史亞平說，我國自2009年開始推動ICAO案，過程中曾嘗試各種可行方式，此次首創的「特邀貴賓」身分，是在各方討論後得到的共識，以彈性、創意達到務實專業參與的安排。

在大陸態度方面，史亞平表示，相信大陸樂觀其成，但台灣並不會接受交換條件或密約，而是在爭取各方共識下參與。

至於未來參與ICAO的方式，史亞平說，我方不會以特邀貴賓身分為滿足，不僅限於參與大會，也會爭取參與技術性及區域性的機制與會議；未來參與方式，可以再繼續努力。

國台辦：陸展現關心誠意

中國時報【藍孝威／北京報導】

國際民航組織理事會主席高貝發函，邀台灣民航局派員作為理事會主席貴賓，列席本月國際民航組織38屆大會。大陸國台辦發言人楊毅表示，這是大陸對台灣展現的關心和誠意。

楊毅昨在國台辦記者會表示，在鞏固深化兩岸關係和平發展的新形勢下，在不造成「兩個中國」、「一中一台」前提下，通過兩岸溝通協商，可以增加相互了解，有利於妥善解決彼此關切。

楊毅表示，台灣以理事會主席貴賓身分出席大會，這項安排，「體現了大陸方面對台灣同胞的關心，也展現我們保持兩岸關係和平發展勢頭的誠意和努力。」

稍早，馬總統提到希望能出席APEC（亞太經合會）領袖峰會，楊毅昨表示，大陸仍主張，依APEC有關諒解備忘錄的規定和慣例，處理這一問題。此回答與過去說法，並無不同。
