大陸國務院13日印發《加快發展養老服務業的若干意見》，其中明確提出，開展老年人住房反向抵押養老保險(又稱「以房養老」)試點。新京報引述大陸民政部社會福利和慈善事業促進司司長詹成付表示，「以房養老」的試點方案可望於明(2014)年第一季推出。

「以房養老」，是指老年人將自己名下的房屋產權抵押給銀行、保險公司等金融機構，可定期獲取一定的養老金直到去世。前幾年，「以房養老」曾在南京、上海、北京等城市的個別金融機構自發興起嘗試，但均因效果不理想而停滯或萎縮。

大陸國務院首次提到發展「以房養老」試點，意味著在海外已很成熟的「以房養老」模式，將有規劃地在大陸發展；「養老金」的籌集渠道可望拓寬，不再僅依靠「存款」和「退休金」。

大陸正面臨嚴峻的老齡化問題，今年底或明年初，60歲以上的老年人將突破2億人；2025年將突破3億人。上述意見中，將如何養老問題分解到民政部、國家發改委、財政部、國土資源部等多部委，要求新建居民小區按人均0.1平米配建養老服務設施；要求醫藥結合，社區養老服務覆蓋所有居家老人；要求全國社會養老床位數達到每千名老人35-40張，公辦養老院必須先保障失能、失智、高齡或「三無」、低收入老人入住。
