總統馬英九今天說，4天前接到國際民航組織來函邀請參加今年大會，這是中華民國離開國際民航組織42年後第1次有官方的代表。

馬總統上午在總統府接見「總統您好！中華民國與美元首外交影像暨文物特展」美國訪華團。

總統肯定，在台灣參加國際活動跟機構的努力當中，「美方一直給我們很大的協助，當然我們國內的努力、兩岸關係的和解，也都發揮了關鍵的作用」。

他說，4天前，接到國際民航組織來函，邀請民航局長參加今年9月底在加拿大蒙特婁舉行的國際民航組織的大會，「這是中華民國離開國際民航組織42年後第一次有官方的代表，以特邀貴賓的身分應邀參加」。

總統說，上任5年來，努力改善與各方的關係，包括美國、日本、中國大陸，「使得我們跟這幾個主要的國家跟地區的關係，都是歷年來最安定、最和平」。

他同時細數台美關係的改善，包括獲得美國免簽證待遇、今年3月台美恢復投資貿易架構協定（TIFA）的協商，「未來希望能夠盡快的簽署一項雙邊的投資協定，促進兩國的相互投資」。

此外，他說，前副總統蕭萬長預計11月率領企業團赴美，尋找在美投資機會，促進兩國投資業務的進一步發展。

總統也說，積極並希望透過美國的協助，加入跨太平洋夥伴協議（TPP），使得台灣能夠在區域經濟整合當中，不會被邊緣化。

他說，台美關係不論是在安全方面或經貿方面，都可說是持續往前邁進，「跟30多年前我們斷交的時候相比可以說有過之而無不及」；美國現已把中華民國看做是安全跟經濟方面的夥伴，「這也是繼承了從艾森豪總統以來，美國對華政策的一個本質」。
