| 美：敘若食言 仍準備採取行動

美國總統歐巴馬14日表示，樂見美國與俄羅斯就敘利亞化學武器交付國際監管、繼而銷毀達成協議。但他強調，國際社會預期敘國總統巴夏．阿塞德的政權「履行公開承諾」，倘若巴夏食言，外交手段失效，美方「仍準備採取行動」。美國國防部也稱，美軍並未改變可能打擊巴夏政權的部署態勢。
聯合國與美、俄之外的安全理事會3個常任理事國中國、法國、英國，都稱許協議使一觸即發的美敘緊張情勢得以緩解。
敘利亞政府則由「民族和解事務部」部長奧海達爾出面，宣稱俄美協議化解了戰爭危機，這是「俄羅斯外交和領導階層的成就」，「多虧我們的俄羅斯朋友，敘利亞獲得勝利」。
歐巴馬發表聲明說，美俄協議是銷毀敘利亞化武庫存「重要而具體的步驟」，美將繼續與聯合國及俄、英、法合作，確保敘國處置化武過程「可供查核驗證」，巴夏政權若未遵守協議，將面臨相關後果，設若外交手段未奏效，美國也將做出相應行動。
歷經3天磋商，美國國務卿凱瑞與俄羅斯外長拉夫羅夫14日在瑞士日內瓦達成框架協議：敘利亞政府應於一星期內提交其化武庫存明細，包括化武製劑名稱、類型、數量以及存儲、製造地和研發設施所在；聯合國《禁止化學武器公約》執行機構「禁止化學武器組織」檢查團於今年11月之前，完成初步實地查核，並銷毀所有化武生產、混合與填充設備；最終目標是在2014年前半年完全移除並銷毀敘國化武。
敘利亞10月14日將成為《禁止化學武器公約》締約國。
