【台灣醒報記者柳天時美國報導】我國代表團24日進入位在加拿大蒙特婁的國際民航組織（ICAO）總部，參加每三年一度的大會。這是我國在1971年被迫退出聯合國後，首度參加這項國際性的盛會。

ICAO大會24日起至10月4日舉行，我國交通部民用航空局局長沈啟以貴賓身份獲邀率領代表團參加。她告訴在場媒體，基於國內各單位長期共同努力、兩岸關係改善、世界各國支持等三項因素，我國得以參加這次大會。除大會外，她與代表團成員也將參加管制員大會、駕駛員協會等相關活動，並且將以茶會方式，款待各國代表團成員。

我國駐加拿大代表劉志攻23日在蒙特婁「紅寶石」餐廳，設宴款待代表團一行。應記者要求，沈啟出示了ICAO大會所發的貴賓證。她說，自己從事民航工作42年，在台灣退出聯合國之前2個月就加入民航局，之後兩度來到蒙特婁，卻無法進入ICAO總部；如今能與ICAO的會員、觀察員共聚一堂，內心十分興奮。

針對台灣參與此次大會，位在紐約的彭博通訊社派了專人到蒙特婁訪問沈啟。沈啟說，全世界的機場，航道、機場設施、管制規定等，有一致的標準；台灣如果不參加ICAO，很可能無法及時知道世界各地的各項改變。

沈啟進一步指出，出入台灣及經過台北飛航情報區的航班，機員及乘客來自世界各地，因此台灣參與ICAO不但攸關台灣，也關係著全球飛航安全。她強調，這次大會議程有飛航安全、全球保安計畫、環保與永續航空產業等三大主軸；藉著參加會議，除了可拿到即時資訊並了解資訊背後原因，也可與國際其他民航體系保持良好聯繫。
