　　洪慶偉先生向來對於繪畫具有濃厚的興趣，早年因工作繁忙的因素，僅止於欣賞畫作，在退休之後，在王峰老師的教導之下，才開始進入繪畫的殿堂，對於油畫有進一步的認識。

　　也因為學習繪畫，使生活更加豐富與趣味，同時有機會認識更多相同興趣的朋友，相互砌磋輕鬆愉悅的習畫，學畫以後對於周遭所見的景物，會有了更加細膩的觀察，注意到時間與光影的巧妙變化，色調與明度在空間中所展現的微妙差異，以及更因心理情緒的起伏變化而有不同的感受。

　　這些都是日常生活中伏拾可及的，繪畫就是在詮釋生活，也印證了藝術即生活，生活即藝術，可以說因為學習繪畫滋潤了我的精神生活，使生命更充滿希望與活力。

國道計程收費預計年底前上路，高公局公布費率，每車每天免費里程20公里，200公里以內每公里收1.2元，超過200公里則每公里收0.9元，以台北到高雄單程342公里計算，計程收費金額為342元，較現行計次收費360元便宜18元。

不過計程收費後，有民眾抱怨要多付錢，相當不滿。對此，交通部長葉匡時表示，少數人會覺得國道計程收費是漲價，但這不是漲價，因為過去已經有太多人占了便宜。

他強調，這是第一次國道全面計程，政策上路之後，兩年後再針對費率和橫向收費全面檢討，但絕大多數人付的錢會比現在便宜。
