【張勵德／台北報導】今天清晨6時中颱菲特暴風圈已經接觸到台灣東北部陸地，中央氣象局表示，今天白天菲特颱風逐漸通過台灣北部近海這段期間，將是影響台灣陸地天氣最明顯的時候，包括桃竹苗、宜蘭、台北市、新北市山區將有超大豪雨(24小時累積雨量超過350毫米)發生機會，請民眾要特別留意。
 
根據氣象局最新警報資料顯示，清晨6時菲特中心位置在台北的東北東方約280公里海面上，以時速18公里速度向西北西移動，暴風圈已經進入東北部及北部陸地，預計中部以北及東北部地區風雨會逐漸增強。目前陸上警戒區域包括台中以北、宜蘭、花蓮及馬祖。
 
氣象局表示，今天白天菲特颱風通過北部近海這段時間，隨著風向從偏北風轉為西北風，整個西北部山區要特別嚴防持續性豪雨威脅。預計今晚到明天清晨降雨情況會慢慢趨緩，隨著菲特颱風逐漸進入中國後，暴風圈將進一步縮小並減弱，最快明天清晨才會解除台灣本島的陸上警報

【胡治言╱綜合報導】國道計程收費方案昨拍板，每天固定免費里程20公里，超出部分在200公里內、小型車每公里收費1.2元；但立委質疑eTag用戶優惠圖利廠商，昨在立法院交通委員會決議計程收費上路後取消505萬eTag用戶現享的9折優惠，以台北─高雄為例，原本走國1可省14元，新制上路取消打折後，反漲20元。民眾氣得大罵：「立委腦袋裝大便喔？」

目前全國eTag用戶有505萬戶，以北高走國1為例，通行費360元、打9折後付324元，但計程收費實施後，北高通行費344元，若打9折可降至310元，較目前省10元，但如取消打折，就會反漲20元。若走國3原本只漲2元、取消折扣後大漲38元。高公局表示，推優惠是為鼓勵民眾預儲通行費，避免發生約5％的呆帳，並非圖利廠商，但立委既然通過決議，「高公局沒有選擇，計程收費後9折優惠將取消。」交通部部長葉匡時說，上路後若民意反彈，會再與立委溝通。
