監察院今天表示，桃園大園竹圍漁港短短8公里海岸，就有竹圍海水浴場管理中心、大園鄉摩托車極限運動中心及大園濱海遊憩區服務中心等3個「蚊子中心」。這些設備長期處於閒置狀態，監察委員洪昭男、楊美鈴已申請自動調查，將深入瞭解3中心規畫及營運上有無違失責任。

監委指出，斥資1千餘萬元興建的大園濱海遊憩區遊客服務中心於84年落成，90年又投入數百萬元整修，僅營運1年即長期閒置至今，每年尚需支付鉅額之水電及保全費用；竹圍海水浴場管理中心同樣在84年興建，因淤沙嚴重，遊客銳減而閒置至今，投入興建經費完全未發揮效益。

監委認為，政府財政困窘，投資興建公共設施前，應周延審慎評估規畫，切不可為討好民眾而貿然興建，以免日後閒置，徒耗政府有限之資源。

監察院今天表示，苗栗縣親民啟能教養院院長涉嫌毆打凌虐院生，且該院多次被評鑑為丙等，仍獲政府補助，監察委員沈美真、黃武次已申請自動調查，將深入瞭解相關主管機關有無善盡監督、評鑑及輔導改善職責。

監委指出，親民啟能教養院涉嫌長期凌虐院生，該院自2008年起2度被評鑑為丙等。依身心障礙者權益保障法規定，經評鑑為丙等或丁等的社福機構應限期改善，未改善處5萬元以上、25萬元以下罰鍰，並按次處罰。但該院不但從未遭罰，仍獲縣府補助700多萬元。
