美國高階官員竭力說服跨太平洋夥伴協定（Trans-Pacific Partnership）另11個成員國，儘管美國總統歐巴馬因為政府停擺沒有出席關鍵會談，他們還是能在今年達成雄心勃勃的貿易協議。

英國「金融時報」（Financial Times）報導，美國商務部長普里茨克（Penny Pritzker）在亞太經濟合作會議（APEC）場邊說，談判是在歐巴馬缺席的情況下進行，雖然政府關門「耽誤到我們繼續從事美國事務的時程…但我不認為這會讓跨太平洋夥伴協定（TPP）脫軌。」

代替歐巴馬參加亞太經濟合作會議與東亞高峰會（East Asia Summit）的美國國務卿凱瑞（John Kerry），5日試圖向「盟友與敵人」保證，政府關門是「短暫事件」，不會動搖美國的全球主要強權地位，或影響把重心重新轉向亞洲的美國外交政策承諾。

不過，外交官與投資人沒有被說服，他們說，歐巴馬未出席與其他TPP國家領袖在峇里島舉行的會談，將阻礙到談判進展並損及美國把重心轉向亞洲的政策。

歐巴馬一直都在敦促談判人員，與其他參與政府趕在年底前達成跨太平洋夥伴協定，但敏感的國家議題，像是美國製鞋業者害怕越南競爭，以及馬來西亞對開放政府採購感到擔憂，都對談判構成阻礙。

跨太平洋夥伴協定的擁護陣營擔心，歐巴馬與國會關係不睦，將讓他更難取得「貿易促進權限」。這項權限可讓歐巴馬政府有權把貿易協定交付國會表決，不容許國會議員修訂內容。

中國大陸國家主席習近平今天說，大陸經濟成長在主動調控的情況下平穩地放緩，他強調沒理由擔心大陸經濟會硬著陸。

習近平在印尼峇里島亞太企業論壇上承認，大陸經濟成長率從2011年的9.3%降到今年上半年的7.6%，引發全球關切。

法新社報導，習近平說：「有些人想知道，會不會出現硬著陸、可持續的健全成長是否可能、中國會如何處理這種情況以及這對亞太地區將造成什麼衝擊。」

「我希望在此強調，基於所有因素的整體分析，我對中國經濟前景有堅定信心。」

他說，大陸目前擴張「在合理和預期的範圍內」，並強調「事實上，7.6%仍使中國經濟是主要經濟體中成長最快速的」。

習近平說：「為了從根本上確保長期經濟發展，中國必須推動結構改革，即使這意味在經濟成長率上做些犧牲。」
