新聞出處 http://udn.com/NEWS/DOMESTIC/DOM4/8213234.shtml#ixzz2hAtgYYen 台中市府明年的總預算支出高達1120億6千多萬元，比今年增加47億，嚴重是歲入、歲出 短差達182億，多數被迫舉債；市長胡志強說：「真要好好想一想，如何讓城市富足！」 光靠土地重劃總有用光的一天，市府必須思考生財之道，一方面要建設、一方面要社福， 兩方面都不能退步。 財政局長李錦娥和主計處長蔣建中昨報告103年台中市的總預算編列情形，歲入總額為 937億，歲出1120億，短差182億6千萬元，加上債務償還575億，合計757億多元。 台中市明年總預算歲出1120億元，最大宗支出仍在教育科學文化部分，占了3成；第2名是 經濟發展，包括市區公車票價補貼的8公里免費與快捷巴士BRT興建等，達342億元，第3是 社會福利，警政支出與退休撫卹所占比例也不低。 蔣建中說，總預算增加，主要是明年要編鐵路高架捷運化相關的道路、廣場開闢經費，另 烏日文化北屯線捷運建設經費、市區公車票價差額補助、快捷巴士藍線延伸工程、雨汙水 和河川區排建設、老人全民健保補貼等。 市議員黃錫嘉質疑說，市府短差占歲出總額16.30%，已超過公債法上限15%，顯見台中財 政極困難。何文海、吳敏濟指出，明明台中人口增加，但有助市庫收入的土地、房屋、牌 照、印花等稅收卻不增反減，張廖萬堅也指總預算1千多億，地方建設才占2成太少。 多數議員都建議市府要開闢財源；賴佳微和何敏誠、王岳彬指出，市府應有開源之道，砂 石、殯葬都可設基金增加盈收，不能光靠區段徵收和重劃賺錢 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 219.80.128.46
