總統馬英九將在今(10)天發表中華民國102年國慶演說中呼籲，要讓國家脫胎換骨、找到出路、走出活路，並期勉大家一起團結奮進，要留給子孫開放繁榮的經濟環境、理性關懷的公民社會、和平發展的兩岸關係，及友善合作的國際空間。

此外，馬總統也將說明兩岸簽署服務貿易協議所帶來的效益，將可提升台灣服務業動能，創造參與區域經濟整合的條件，還可為民眾增加更多工作機會。

國慶大會今天上午將在總統府前廣場舉行，中央社報導，指馬總統將以「堅定方向 團結奮進 開創國家新局」為題發表演說。

對台灣經濟正面臨全球化與區域整合的雙重挑戰，馬總統將強調，「自由經濟示範區」目前已進入行動階段，將加速朝向「自由經濟島」的目標邁進。

馬英九表示，希望將來的台灣，是具有「三高特質」的自由經濟島，包括人民的生產力高、產品的附加價值高，更重要的，人民的所得與福利也要跟著提高。

在國慶演說中，馬也將提出，不僅經濟要面向全球，文明也要向世界看齊。台灣社會的文明，有兩大指標，一是公民社會，二是弱勢關懷。他對台灣社會充滿信心，因為追求的公民社會有多元包容的價值、理性問政的文化、友善關懷的公民，及積極回應的政府。

至於兩岸關係發展部分，馬英九表示，當前兩岸應該不斷透過溝通協商來增加政治互信；不斷擴大深化各項交流互動來增進人民福祉。在友善合作的國際空間方面則認為，今年可說是「活路外交」的豐收年，中華民國現在不只是和平締造者，更是國際合作的推動者。

有關今年7月陸軍下士洪仲丘不幸事件發生後，致辭演說中表示，政府立即修法將軍事審判移轉普通法院，並進行相關軍政改革，馬總統在國慶演說中將宣示，要讓子弟安心服役，學習專業技能，更要重振軍人士氣，恢復軍人榮譽感，讓國軍受人民尊敬。

總統馬英九發表國慶文告後，走下台前，馬總統主動走向立法院長王金平握手，兩人臉上都帶著笑容，王金平輕拍了拍馬總統手臂，雙方握手大約5秒鐘。坐下來持續看國慶表演時，王金平和總統夫人周美青自然互動，雙方時有交談，馬、王兩人甚至同時戴起遮陽帽，笑臉盈盈，之後也展開交談，現場顯得一片和氣。
