【林巧雁／台北報導】關務署副署長陳錫霖今天表示，擬簡化ECFA（Economic Cooperation Framework Agreement，兩岸經濟合作架構協議）進口貨物中轉規定，未來航班從中國大陸繞經第三地的香港或澳門至台灣，不用海關文件，只要航空公司證明沒有換飛機，同樣可享ECFA的零關稅優惠，預計最快本月上路。
 
陳錫霖說，因擔心有些廠商搭便車（free rider），目前第三地的認定僅放寬香港與澳門，因為若第三地經轉至越南，太遠不合理，希望放寬後可吸引更多廠商申請。若是中途換航班，則一定要海關證明文件才能享關稅優惠。

儘管「十一」長假休市期間國際股市走勢震盪，使陸股節後第一個交易日一開盤就開低；由於長假期間消息面偏多，大陸國家主席習近平在APEC上表示對大陸經濟發展前景充滿信心，讓資金追價踴躍，終場上證指數漲幅達1.08%，收在2,198.20點。

政策利多概念題材仍是市場交投熱點，繼上海自貿區成立，相關概念股跟著狂飆後；因天津市政府送報大陸國務院「關於東疆保稅港區進一步推進融資租賃業」方案，使天津區域股票再現漲停潮；人氣指標創業板也持續受資金青睞，只是在早盤創下歷史新高後，因賣壓出籠出現震盪。

由於這次政策焦點鎖定在「改革創新」上，預估將成為新時期大陸社會經濟發展的主題，包括金融改革、土地改革及新型城鎮化，將是新一屆政府經濟政策的三大核心，也會是股市改革紅利概念的重心，相關行業或個別企業，將成為改革紅利的最大受益者。

大陸官方9月PMI為51.1，已連續三個月回升，接下來會陸續公布生產者物價指數（PPI）、消費者物價指數（CPI）及進出口貿易等數據，法人對數據普遍預期樂觀，預估陸股仍有持續走高的空間。
