【大紀元2013年10月16日訊】歐元集團17會員國14日於盧森堡財長會議後稱，愛爾蘭最快下月重返金融市場融資，該國將有能力在沒有後續信貸額度支撐的條件下自籌資金。西班牙也已經確定無需額外的支撐。

歐債危機爆發以來4年後的今天，歐元決策者的宣告等於即將迎接這場艱苦戰爭的勝利。不過，年底前歐元集團將決定如何填補希臘財政漏洞。

據彭博社報導，歐盟委員會經濟和貨幣事務理事(Economic and Monetary Affairs Commissioner)瑞恩(Olli Rehn)表示：愛爾蘭、西班牙兩項救助計劃均按計劃完成。他說，金融環境正在轉好，幫助扭轉這兩個國家經濟局面。

愛爾蘭在2010年接受了675億歐元(920億美元)紓困救助。歐洲官員正試圖把這個國家塑造成渡過歐元危機的正面典範，即按照德國的思維模式，獲得救助的國家，必須展開大刀闊斧的開支縮減。

不過，歐洲已經緩解財政緊縮的要求。德國總理默克爾也正與其傳統對手社民黨(Social Democratic)談判組閣事宜，而社民黨一向同情陷於財政困境的歐元周邊國家。德國財政部長朔伊布勒(Wolfgang Schaeuble)迴避了14日的歐元區會議。

愛爾蘭10年期國債收益率目前為3.67%，與同期德國國債的利差為1.8個百分點，而在2011年7月高達11.4個百分點。

西班牙經濟部長Luis de Guindos表示，預期將在今年年底前結束銀行救助計劃。在這個救助計劃中，西班牙從1000億歐元救助基金中，共獲得了413億歐元的救助。

目前，西班牙正在執行自民主制度以來最大規模的預算支出削減，首相拉霍伊(Mariano Rajoy)依靠旅遊業和出口，讓這歐元區第四大經濟體復甦。

希臘面臨110億歐元融資缺口

但是，國際貨幣基金(IMF)上週警告，西班牙、葡萄牙和意大利所有的企業貸款中，其中五分之一面臨違約風險。

同時，歐洲央行執行委員Joerg Asmussen表示，不能夠為希臘國債展期或其他「貨幣融資」(monetary financing)方式，否則違反歐洲央行規定。這打消了希望希望以此填補明年融資缺口的想法。

IMF和希臘政府估計，希臘2014年至2015年將面臨近110億歐元的融資缺口。

希臘財長Yannis Stournaras原本預期，在2014年3月份展期約45億歐元(61億美元）到期國債。

歐元集團主席暨荷蘭財長 Jeroen Dijsselbloem會議後表態，希臘債權人將在12月決定如何填補這個漏洞。Dijsselbloem排除官方減記債務的可能，稱將考慮其他形式的融資方式。
