【呂志明／台北報導】檢調偵辦台北車站屋頂防水更新工程弊案，發現負責規畫設計監造的建築師馮月忠，涉嫌與南海材料公司負責人謝宗義合謀，利用耐壓且抗寒零下20度的「聚胺酯防水板」特殊材料綁標，要得標廠商購買指定材料，從中取得近400萬元回扣，北檢複訊後，在今天凌晨，以涉犯《政府採購法》等罪嫌，諭令2人各以10萬元交保候傳。

據了解，檢調人員在昨天清晨前往馮月忠住處搜索時，馮正要送小孩上學，見到檢調上門，並未感到驚訝，還很有禮貌的詢問要搜哪裡。在偵訊過程中，馮對於相關事證全都避重就輕，不是說不記得，就是說忘了。

檢調查出，當廠商得標後，依照契約，必須將施作計畫書送給馮月忠，由馮審核得標廠商是否依照規畫報告、材質進行施工，馮就利用這個環節，刁難得標廠商，再暗示廠商使用南海公司的特殊材料。
