【張麗娜／台北報導】「馬王鬥」造成政局動盪，政治評論家南方朔下午出席民進黨對中政策擴大會議時受訪表示，「台灣的混亂會混亂很久，馬王鬥到現在，不認為有任何和解的氣氛，整個政治的惡化會持續相當長一段時間」，他認為台灣的政治亂是「亂從上面開始，不是從下面開始的」，要化解政治僵局，總統馬英九、行政院長江宜樺應向老百姓道歉。

南方朔說，目前台灣僵局源自於馬、江，馬江做了那麼多事情，的確做錯了，做錯事情應該很誠實向老百姓道歉，因為他不道歉，所以反對者杯葛他是有理由的。他認為，要化解政治僵局，馬江一定要很誠懇的表示「我們過去那段時間我們做錯事情了，我們研判錯誤」，你要正式向老百姓道歉，當統治者向人民道歉後，台灣政治惡鬥氣氛才會結束。

南方朔說，道歉現在已經變成一門學問了，「全世界有權的人，他們基本上是不會道歉的，他們不懂得道歉」。他說，我們都讀過古書，廉頗欺負藺相如，廉頗自己負荊請罪，不一定叩分，「道歉的妥當的話，也可以加分的」，可是我們的統治者還沒學會道歉的哲學與道理，所以他們死不道歉，別人縱使想原諒你，也不能原諒你，原諒的人就變沒有立場了，所以統治者應向台灣老百姓道歉。

他說，做錯事要承認，而且列舉出很多錯事，監聽國會是不對的，利用特偵組到處去監聽，這是絕對不可以的，而且將來對特務的手段要有所規範，而且很清楚的告訴老百姓規範是什麼，可是我們政府完全沒看到這個，他就是一直在搞宣傳，利用他們的媒體在這個劃清界線、那個劃清界線，台灣在處理這種大危機，處理的很糟糕，「你上面的人沒有處理，然後你怪別人在那裡杯葛，這是做賊的喊捉賊」。

【王秋燕／綜合外電報導】根據《華爾街日報》報導，美國政府為期16天的停擺鬧劇落幕，消耗美國經濟成長動能，也讓亞洲經濟前景蒙上陰影。
 
經濟學家估，美國政府停擺期間可能能使美國經濟成長率降低0.1~0.2個百分點；標準普爾（Standard & Poor's）將美國第4季度經濟成長率目標3%下調至2%。美國經濟第4季受到影響對亞洲出口商是個壞消息，亞洲出口商一直依賴美國市場來抵消全球其他地區需求疲軟的不利影響。
