| 陸委會：馬習會 須彰顯中華民國總統身分

馬英九總統與中國大陸領導人習近平能否會面，一直是兩岸關係的熱門話題。行政院陸委會發言人吳美紅今天(17日)在例行記者會上，除重申應符合對等尊嚴與民意支持等原則外，還明確表述了我方對於「總統」稱謂的立場；吳美紅指出，兩岸領導人會晤，必須在充分彰顯中華民國總統身分的前提下進行。
針對中國大陸國台辦認為「馬習會」不需藉助國際場合的說法，陸委會發言人吳美紅17日再次強調，「馬習會」的原則就是對等尊嚴，並得到人民支持，也要符合台灣人民利益，更不可以損害國家的尊嚴與立場；但我方從不排除任何場域，其中當然也包括在國際會議會面的可能性。
關於會面時的稱謂問題，大陸方面是否一定要使用「總統」這個名詞？吳美紅沒有直接回應，只表示在符合對等尊嚴與人民支持等原則情況下，我方要求的是能夠彰顯總統這個「身分」，吳美紅說：『(原音)在這樣的原則底下，兩岸領導人的會晤必須在一個充分能夠彰顯中華民國總統身分的前提下來進行。』
對於馬總統是否可能在亞太經合會(APEC)以中華民國總統身分與習近平見面？陸委會主委王郁琦16日在立法院曾表示，APEC的會員是以「經濟體」的身分參與，出席的各國元首不論是總統或總理，雖然都是國家領導人，但全都被稱呼為「領袖」(leader)，且見面時一定符合對等、尊嚴等原則。
此外，有關兩岸互設辦事機構一事，吳美紅則重申立場，由於人道探視議題一直沒有獲得陸方正面回應，因此陸委會將放緩協商步伐，直到陸方鬆口為止。
