相較於瑞士小城巴爾（Baar），不僅空氣好、接近滑雪場地、所得稅也低，倫敦給人的印象卻是交通擁擠、又有惱人的濛濛細雨。

但深海鑽油平台業者Noble公司卻準備把公司總部由巴爾搬到倫敦，理由是倫敦人才濟濟，也接近歐洲最繁忙的國際機場。更重要的是，如今英國的稅率與瑞士向來吸引企業的稅制相比，已變得相當有競爭力。

而Noble只是其中一例。據研究機構FDI Markets統計，去年有45家外國公司把全球或區域總部遷到倫敦，遠高於2009年的29家。

倫敦擁有文化優勢，劇院和一流的餐廳均是誘因，但保守黨政府接連調降企業稅，才是最大關鍵。英國目前企業稅的基本稅率為23%，已低於2010年的28%，2015年還會降至20%。相較之下，德國稅率為29%，法國為33%。美國雖高達40% ，但因有抵減，很少企業繳到這麼高的稅率。

英國如今在企業稅上的競爭力已可和瑞士匹敵。據會計公司KPMG統計，瑞士平均企業稅率約18%，有的地區最高可達24.4%。

但有的避險基金和基金管理公司卻捨倫敦而就瑞士，主要是英國金融規範趨緊所致。大型金融機構滙豐控股和渣打銀行，也不排除最後把總公司搬到亞洲。

金融業雖紛紛出走，但倫敦在經濟的表現上仍領先會英國其他地區。智庫經濟與商業研究中心（CEBR）預測，2018年之前，倫敦經濟每年平均將成長1.9%，比英國整體的成長率高0.5個百分點。

其中一部分成長來自科技業。倫敦正崛起為歐洲公認的網際網路業重鎮。亞馬遜和Google均在倫敦大興土木，其中Google還宣稱倫敦新辦公室將徵才5,000人。

【陳亮諭／綜合報導】立法院今天進行施政總質詢，行政院長江宜樺原訂早上10時上台報告，已延後至下午2時30分。

《壹電視》報導，江揆今天7度赴立法院，先前6次均遭杯葛無法上台，今天原本10時上台報告及總質詢，因倒閣案被否決，民進黨揚言關閉朝野協商，依議事規則所有報告事項要逐案報告，約200多個案子報告後，約下午2時30分，江揆才能上台。
