| 全民監督黑心食品 中市議員建議提高檢舉獎金

搶救食品安全，台中市議員召開記者會，呼籲衛生局成立跨局處專案小組，大力宣傳檢舉爆料專線，同時提高檢舉獎金，從百分之五到百分三十，利用群眾力量，讓每位市民都成為食安志工。(寇世菁報導)
大統問題油事件，如雪球般愈滾愈大，食安問題亮紅燈，人心惶惶，台中市黃馨慧，洪嘉鴻，朱暖英，林汝洲、陳成添、羅永珍、劉士州多名議員，二十五號在議會召開記者會，呼籲衛生局用最嚴苛的標準，審視食品安全問題，並利用群眾力量，讓每位市民都成為食安志工。
黃馨慧表示，市府衛生局針對具名、成案者，發放裁罰款的百分之五檢舉獎金，今年編列兩萬元檢舉獎金，歷經塑化劑、黑心油後，一百零三年增編為三萬元。但同樣是檢舉獎金，環保局今年就編列八百萬檢舉獎金預算。她指出，公部門人手不足、食安問題複雜又有風險，很多稽查員在稽查前夕，不是接到恐嚇電話，就是要面對廠商不友善的態度，壓力很大。建議提高檢舉獎金到百分之三十，讓黑心廠商無所遁形。議員說，應該修法，嚴逞不肖廠商。
衛生局長黃美娜回應，檢舉獎金非法定編列，但台中市有編獎金預算，百分之五是衛福部的規定，衛生局也認為必要提高獎金數額。今年編列三萬元預算沒有用完，可見得檢舉風氣不見得有誘因，衛生局將全面檢討改善。
黃美娜進一步呼籲，要有衛生檢查編制或合作機制，希望能儘速推動，有法源依據，就能直接到廠商機密處稽查，揪出不法。
衛生局也鼓勵民眾撥打1999具名檢舉、另外還有爆料專線0910-434914，讓全體台中市民監督廠商，不要再讓黑心食品危害大眾。
