| 司法院：觀審試行試點 才是穩健作法

司法院報告指出，考量國家財政，司法院推動人民觀審宜採試行試點，待立法通過後，將於嘉義、士林兩所地方法院試辦3年。
立法院司法及法制委員會28日邀司法院報告103年度司法院主管施政計畫及收支預算案。
根據司法院書面報告指出，考量國家財政，103年度司法院各機關歲出編列新台幣226億8591萬餘元，較102年度增列13億餘元，增列項目包含人事不敷經費3億餘元、改善辦公環境10億餘元等。
有關觀審制，報告指出，人民觀審制度若要順利運作，牽涉的資源及準備甚多，例如法官、檢察官、辯護人增額、在職訓練，法庭改建、遷建、民眾宣導費用都包含在內，為避免浪費，試點試行才是穩健作法。
報告指出，許多法院都有廳舍老舊、空間狹窄，有無法全國全面實施觀審的困難，將先在台灣士林、嘉義地方法院試辦3年，評估觀審制運作。
根據估算，報告指出，在士林和嘉義試辦，每個法院每年約有100件觀審案件，雖然增加人民觀審案件審判費用、法庭整修和設備購置、宣導人民觀審制度等費用，但與全面試行費用節省很多，且比起日本每年約費18億日圓實施裁判員制度，已減少相當多花費。
