| 央行再盯上中東主權基金

打熱錢不手軟，繼日前活逮新加坡籍外資來台炒匯，中央銀行官員昨日透露，10月有中東主權基金原欲匯入10億美元，但因影響匯市交易甚鉅，經協調後降低匯入金額，暗示中東主權基金可能涉及炒匯，已被盯上。
立院財委會昨日在召委薛凌帶隊下，實地視察央行，並聽取央行總裁彭淮南報告，由於日前才活逮炒匯外資，立委昨日關心當前外匯操作情形及如何防止熱錢炒作外匯。
彭淮南表示，台灣目前有6858戶外資，其外匯金額占銀行間外匯交易量的36％，進出最頻繁的前20戶比率達14％，短期資本移動已成為決定匯率主因，為避免干擾經濟，央行將採動態穩定的資本移動政策。
彭淮南分析，新台幣與韓元相關係數0.863、與星幣相關係數0.979，顯示外資為共同的決定匯率因素。央行已建構結匯通報系統，100萬美元的結匯，銀行會在第一時間通知央行，央行也會在匯市收盤後，比對外資匯出入資金與台股買賣超金額，確認外資是否投資國內有價證券。
至於日前抓到的炒匯外資，是在新加坡當地註冊的「流動貿易商亞洲有限公司」，10月28日已遭證交所註銷外資登記資格。
彭淮南指出，該外資新台幣活存帳戶依規定僅供交割用途，不可長期滯留，央行每日都會查核外資新台幣存款合理部位。
立委轉述，上月中東主權基金來台，原本要一次匯入10億美元，但在經央行與保管銀行斡旋後，10月僅匯入1億美元，不排除是為炒匯而來，央行也提高警戒，緊盯一舉一動，若動向有不合理將隨時糾舉。

前總統李登輝日前因發燒住進台北榮總，主治醫師陳雲亮表示，目前他的肺炎病情穩定改善，僅剩輕微發燒37.3度，待完全退燒即可出院，若無特殊狀況，預計這周末前出院。
