| 梁啟源：協定降低關稅 有助服務業出口

我與新加坡簽定經濟夥伴協議（ASTEP）。中華經濟研究院院長梁啟源對此表示肯定，也認為台灣必須要跟更多的國家簽訂自由貿易協定（FTA），降低關稅競爭壓力，才有助於服務業出口，因此也對立法院遲遲未審查兩岸服貿協議表示憂心。（戎華儀報導）
中華經濟研究院院長梁啟源八號上午出席我國電業自由化趨勢論壇，在會後受訪時對於台星經濟夥伴協定表示肯定，但也對服貿協議還卡在立法院感到憂心。
梁啟源表示，臺灣的服務業在二零零零年前成長快速，之後成長緩慢，亞洲四小龍的其他國家貿易走向自由化，和其他國家簽了很多FTA，使得台灣的關稅比別人高，不利於服務業出口，競爭力大受影響。
梁啟源：『其他產業，像製造業，七成以上都出口，製造業出口是最主要的，必須要有出口，出口市場是很重要的。但是我們服務業的出口，佔服務業產值的比重只有百分之二。』
梁啟源也表示，台灣近年的經濟成長，在兩千年到兩千零七年平均成長百分之四，兩千零八到二零一二年平均成長百分之三，表現不佳，最大原因還是大環境因素。

根據台灣證券交易所表示，今年截至10月底，集中市場平均報酬率9.75%。
在個股方面，晟鈦(3229)報酬率達435.96%，居集中市場之冠，Tesla概念股F-貿聯(3665)以投報率316.92%緊追在後，今年營運有轉機的巨庭(1539)投報率達226.19%，排名第3。
今年以來跌勢慘烈的個股則不乏知名高價股，F-TPK(3673)今年以來暴跌57.83%，跌破上市承銷價，宏達電(2498)近期雖出現反彈，今年以來跌幅也達51.35%。
