因美國波士頓發生爆炸案、台灣也發生高鐵炸彈案，反恐及國土安全問題，成為立委關注的焦點。今年4月，立委質詢時，曾砲轟前國土安全辦公室主任陳會英反恐專業能力不足、不適任，當時行政院還力挺陳會英，沒想到10月中旬，行政院悄悄更換人選。

行政院長江宜樺舉行國土安全會報之前，重新安排人事布局，將陳會英平調到北美事務協調委員會擔任委員，改由行政院災防辦公室主任石增剛，出任國土安全辦公室主任，石增剛所留遺缺正在尋覓人選。石增剛在擔任災防辦公室主任之前，是消防署副署長。
