【楊適吾／高雄報導】高雄市鳳山區瑞興路1處正在施工中的住宅大樓工地，今午12時左右頂樓發生火警，消防隊獲報趕往現場途中，就看到頂樓冒出濃濃黑煙，趕緊請求支援，到場後立刻拉水線上樓滅火，頂樓工人也拿水管趕忙搶救，10分鐘內就撲滅火勢。

消防隊初步勘查指出，該樓高度達17層，最頂樓發生火警，疑似工人焊接時火花噴飛，引燃旁邊堆積雜物引發，所幸無人受傷。

『大陸將描繪未來的經濟藍圖』，路透社發出這篇專欄文章時，世界輿論場對於中共十八屆三中全會的熱度正迅速升溫。期待大陸『大手筆』改革的外媒還給將開幕的會議找到一個『歷史座標』：它會像1978年那屆三中全會一樣成為大陸經濟的『分水嶺』嗎？

根據臺灣網報導，相比於國際媒體期待大陸傳出經濟、金融『利好』，國內民眾的願望則要『實際』得多。環球時報旗下環球輿情調查中心在全大陸7座城市進行的民調顯示，六成多受訪者『關注』這次會議，超過八成的受訪者認為未來五年的生活水平會隨著改革的深入可能或一定會提高。而『社會福利與社會保障制度改革』超過『收入分配制度改革』、『反腐機制改革』等，最受公眾期待。

在有的外媒樂觀預言『大陸將永遠改變』的同時，有的也強調擺在大陸面前的眾多困難：經濟發展面臨瓶頸，貧富差距問題突出，利益集團勢力強大……並因此斷言改革遠比過去『複雜而艱難』。

而在熟悉大陸幾十年改革脈絡的分析人士看來，這也正是大陸改革不斷深化向前的動力。《舊金山紀事報》援引專家的話稱，三中全會的報告很重要，但它遠不是今後數年大陸改革的終點。
