南僑化學工業（1702）遭桃園縣衛生局查獲在大膳抹茶蕎麥麵違規添加銅葉綠素鈉，今天決定重罰300萬元。

縣府衛生局表示，南僑2011年迄今已生產大膳抹茶蕎麥麵1萬1,937箱，最近的一次生產日期是10月10日，共生產278箱，公司並未通報衛生主管機關就在7日、8日逕自銷毀533箱。

4G投票終於完成了，聽起來是件好事，但其實也沒那麼好。
台灣3G發照時間是2002年，那時許多國家沒有3G業務，所以發照速度算是領先，且當時其他國家執照競標過高也引起很多檢討（如英國一張3G執照搞到兩千多億台幣，造成電信公司抱怨虧損賺不回來），台灣當年標金沒這麼誇張，交通部底標是336億元，最後結標是488億元。
如果用兩千3百萬人口來算，每人必須攤付成本是2121元，除個十年，就是每年212元。看來對各家公司還蠻有賺頭的，但光是這樣各公司搞十年後，還是搞到消費者每天抱怨上網速度慢，基礎建設爛。雖像政務委員張善政這種業界代言人會出來指責，是消費者太愛上網吃到飽關係，但小學生也知是基地台太少，頻寬太小才會上網塞車。
這次發照呢？除速度很慢，4G執照和服務在台灣發照前已經有93個國家，菲律賓越南都比我們快，這次總標金是1186.5億元，原先NCC的總底價是395億元。也就除以兩千三百萬人口後，每人負擔成本是5158元，除十年每年是515元，光成本就是上次3G釋照的2.42倍。

標金由民眾十倍奉還

以台灣電信產業這種習慣而言，NCC沾沾自喜覺得自己收到上千億稅金，但實際上商人付出這種代價，不從民眾身上賺個五倍十倍回來怎麼對股東交代呢？直接了當的說，台灣4G釋照不但晚於93個國家，收到標金又將由民眾五倍十倍奉還，這怎麼可能會是件好事呢？
謝謝你啊張善政，NCC終於用競標設計和民眾為代價，實現你對4G不會有吃到飽的市場預言！有這種官員我們還需要什麼商人來剝削我們咧？
