中國時報【本報訊】

桃園縣政府環保局在32村里舉辦「新修航空噪音防制補助辦法」宣導說明會，看似利多盡出，卻被民代抓包，逾億元的健保補助費3年來從未發放！

噪音防制補助辦法提撥1成經費，用來補助受影響的4萬住戶，用意是希望居住在機場附近的鄉親健康產生危害而做的損失補償，於法有據。

但環保局卻未經鄉親同意，逕自以「難以公平周全，寧可暫時不發」為由，「暗扣」上億元補助費不發，一扣就是3年。黑箱作業既沒公告，也未通知住戶。要不是民代質詢發現有編列相關預算，這筆經費恐仍在暗無天日的基金中。

縣府雖然承諾回溯發放這筆經費，但鄉親的健康豈可回溯？原本立意甚佳的補償，大打折扣不說，3年衍生的孳息作何用途也沒有說明，屆時這筆多出來的錢，是否又會以「難以公平周全」等其他理由，再扣個幾年從長計議？

縣府作法輕率，難怪乎航空城計畫等重大工程建設，即使舉辦再多場說明會，再怎麼承諾保障權益，鄉親仍要組自救會抗爭或爭取權益。「人無信不立，國無信則衰。」縣府決策前，應謹慎再三，切莫影響到鄉親的權益。
