聯合國人權事務高級專員公署(Office of the High Commissioner for Human Rights)今天(1日)發布報告指出，利比亞各拘留中心出現廣泛刑求。這些拘留中心是在2011年革命期間，由武裝的反抗軍接管至今。報告中呼籲的黎波里當局，讓所有設施都接受國家的全面管制。

人權事務高級專員公署發言人夏姆達薩尼(Ravina Shamdasani)表示，報告中指出，刑求很廣泛，而且大多在逮捕之後的第一天，接受偵訊時立刻發生，因為獄方要他們認罪，以及取得其他資訊。

這份報告的作者在過去2年，探視了30處拘留中心。

雖然利比亞年輕的新政府試圖重修監獄制度，但是估計仍被拘禁在拘留中心的8千人，都受到這些武裝部隊控制。

報告指出，從2011年底至今，已經有最少27件死亡個案，可能的死因都是刑求，其他有11個死亡個案出現在今年。
