美國參眾兩院30日對臨時動支預算案的角力沒有結果，預算案無法及時通過，聯邦政府確定從美東時間午夜12時 (台北時間今日中午12時)關門，部分政府機構中止營運，80萬名公務員放無薪假。歐巴馬總統緊急簽署軍餉法案，確保海內外美軍繼續領薪。
