奢侈稅／國稅局：防人頭 須建檔嚴查

特種貨物及勞務稅（奢侈稅）二年閉鎖期若確定延長，國稅局認為，為避免人頭戶買賣更形猖獗，應預先建立「疑似人頭戶檔案」，將短期頻繁買賣、所得與購屋能力不相稱者的售屋者，納為密切查稅對象。

財政部正在研擬奢侈稅的相關修法草案，負責執行奢侈稅查核重任的國稅機關認為，延長奢侈稅的閉鎖年限，確實有助於抑制炒房牟利的行為。但閉鎖期愈長，利用人頭避稅的情形可能會愈猖獗。

依據國稅局實際查核經驗，部分幕後炒房者，利用名下沒有任何房產的人頭戶買賣不動產，藉由其免稅身分重複買賣，達到避稅目的。
