泰國新娘申辦身份証問題

問題：
我親戚10年前取了一位泰國新娘，在台灣待了好多年差一點可以拿到身份証
因為夫家持家不當，把老婆打跑了，在舉目無親的情況下就回到泰國去了
留下三個小朋友

目前小朋友也都20來歲了，也代表泰國新娘也老了，健康情況也開始走下坡

前陣子過去泰國拜訪她她有意回台，至少有三個兒女可以照顧她

他丈夫前陣子也因車禍也需人照顧，家境也達低收入戶

請問我該怎麼在台申請相關手續

1、結婚証書在
2、當初也有健保卡
