美聯社報導，俄羅斯外交部24日說，敘利亞政府已同意參加一項由美俄兩國提議、針對結束敘利亞內戰舉行的會議，這是敘國總統阿塞德政府首度有跡象顯示願意參加與反對陣營的談判。阿塞德政府尚未發表他們對此談判的立場，但一名敘國國會議員也說，敘利亞政府願意參加此會議。

| 尼日連2爆 血盟承認犯案

（法新社諾克少24日電） 茅利塔尼亞「新聞報」（Al-Akhbar）報導，尼日昨天發生兩起自殺炸彈攻擊，至少20人喪命，阿爾及利亞伊斯蘭主義好戰組織「血盟」的領導人貝爾蒙塔（Mokhtar Belmokhtar）是幕後指使者。
新聞報引述血盟（Signatories in Blood）組織發言人的話報導，貝爾蒙塔親自督導，對阿加德斯（Agadez）軍事基地及法國企業經營的鈾礦發動攻擊。
血盟發言人表示，這2起幾乎是同時發生的炸彈攻擊「瞄準法國精英部隊」。法國精英部隊為阿爾利特（Arlit）北部的鈾礦提供安全保護。法國亞瑞華能源集團（Areva）掌握這個礦場大部分股權。
發言人告訴新聞報：「超過10名戰士參與攻擊。」他說，西非團結和聖戰運動（Movement for Onenessand Jihad in West Africa）共同主導行動。
血盟發言人表示，他們是以蓋達領袖齊德（AbouZeid）之名發起死亡攻擊。齊德2月底在馬利北部伊弗哈山（Ifoghas）與法軍交戰身亡。（譯者：中央社林亭儀）
