5月稅收減少111億元 土增稅創史上新高

　　5月申報所得稅，財政部統計處初估，今年營利事業所得稅收入，將較去(101)年減少152億之多，主要是去年景氣不好，企業獲利減少，營所稅減少；不過，個人綜所稅倒是會比去年增加86億，所得稅一減一增，整體收入還是低於去年。

　　財政部同時統計5月稅收，實徵淨額2,938億，較去年同期減少111億，減幅3.7％，以營所稅減少122億最多，但綜所稅增加28億，證交稅收也比去年增加12億。累計1至5月，實徵淨額7,068億，創下歷年同期新高，比去年同期增加36億，增幅0.5％。

　　即使累計稅收創歷年同期新高，卻因為預算數成長大於稅收增加速度，因此，預估今(102)年短徵的機會大；以預算數達成率觀察，今年1至5月達成率為37.9％，低於去年同期的38.6％，財政部表示，對於稅收情況，只能審慎以對，加強稽徵。

　　1至5月，稅收增加最多的是土地增值稅，比去年同期增加100億，達416億元，大幅成長31.6％。5月土增稅徵起件數7萬1,612件，創96年有紀錄以來，史上單月新高，顯見今年不動產交易狀況已恢復熱絡。對照證交稅收的落寞，財政部認為，股市表現不佳，資金流向投報率更高且保值的房地產。

　　5月證交稅收實徵淨額67億，這比去年同期增加12億，增幅21.4％，頗為明顯。不過，累計今年1月至5月，證交稅收僅276億，創下95年以來的同期新低，也比去年同期少了56億的收入，減少幅度達16.8％。

　　證交稅收預算964億，現在累積到5月才276億，因此證交稅如果要達成今年預算目標，則往後7個月總計要課徵688億元，等於平均每個月要進帳98億的證交稅收，意謂著每天集中市場加店頭市場的成交值，要在1,600億以上，恐將成為「不可能的任務」。
