| 公債法修正通過 胡志強：審慎運用週轉金加強建設

立法院三讀通過公債法，台中市議員質詢時，送給市長一張大支票，恭喜他如願，台中市的週轉金到了。胡志強則表示，一定會審慎運用，不會亂借錢變成債務。他並指出，舉債有兩個原則，一是民眾急需的建設，二是投資下去，會賺錢的建設。(寇世菁報導)
台中市議員吳顯森一號質詢時，送市長一張大支票，恭禧他力爭修正公債法終於如願，台中市的週轉金到了。市府一年有一百八十五億元舉債空間，他形容這像是市民中樂透一樣，詢問市長如何運用。胡志強表示，明年市府預算規劃好了，公債法修正後，市府調度空間變大，要不要辦理追加，會再考慮；他強調這筆錢一定審慎運用，不會亂借錢變成債務。他也指出，舉債有兩個原則，一是民眾急需的建設，像防洪治水的水利工程、道路打通等，二是建設下去會賺錢的工程；預計BRT第一年最多先用掉九十億元，其餘一百億元會加強做民眾急需的建設。
但吳顯森指出，市府規劃的大型建設臺灣塔、歌劇院都是舉債做建設，舉債要還本，並不是不要還，並質問台中縣、市合併後債務有減少嗎。胡志強答詢表示，這兩年多市府財政困難，合併前債務六百一十七億，到今年五月份已降到五百零八億元；他也澄清臺灣塔、歌劇院等建設都不是舉債做的，而是用重劃土地的基金做的。
