在傳出美國情報局前雇員史諾登(Edward Snowden)24日將獲准離開機場並入境俄國後，美國務卿凱瑞(John Kerry)當日致電俄羅斯外交部長拉夫羅夫，要求俄國立即遣返史諾登。俄羅斯總統府人權委員會主席費多托夫（Michail Fedotow）今(25)日堅決表示，不可能引渡史諾登。

美國在得知史諾登將可能憑相關證件入境俄國後，國務卿凱瑞隨即於24日上午致電拉夫羅夫。凱瑞重申史諾登不是人權運動人士，而是在美國涉有3項重罪的逃犯，希望俄國能夠做正確的事，遣返史諾登回美國接受審判。

美國國務院發言人柏莎琪(Jen Psaki)也強調，史諾登應該返回美國接受公正的審判，並表示俄國若讓史諾登離開機場將會令人感到非常失望。

俄國總統府人權委員會主席費多托夫今日對外表示，俄美之間並無引渡條約，且國際公約也禁止引渡任何一名申請暫時庇護的人，因此要俄國引渡史諾登是絕對不可能的事。

美國駐俄大使則於推特上回應，美方要求的是遣返史諾登，而非引渡史諾登。

俄羅斯新聞社24日報導指出，史諾登已取得俄國移民局發給的通行證明，只要邊境管制人員同意放行，史諾登將能結束受困機場的處境。隨後，史諾登的律師庫奇瑞納(Anatoly Kucherena)否認媒體說法。目前史諾登仍困在俄羅斯機場。
