| 服貿效應／申設信貸 無法落實

服務貿易協議生效後，中小獨立銀行登陸設點將有大突破，但是對於部分銀行有興趣登陸申設的小額信貸、財務公司，仍面臨兩岸法規差異問題暫時無解。
銀行指出，目前金管會要求銀行登陸設立小額信貸與財務公司，須100%控股，但是大陸對於外資設立小額信貸、財務公司，卻是規定外資持股上限不得超過50%，不允許外資獨資持有，也就是兩岸的規範根本不一致，相對使金管會開放金融業登陸設小額信貸、財務公司，政策美意根本無法落實。
銀行表示，金管會要求台灣金融業登陸設租賃，要100%控股不成問題。但小額信貸、財務公司也比照辦理，卻與大陸規範牴觸，造成台灣單方面的開放，銀行還是難以向對岸遞件申請。
