活化人力結構 政院提3策略

行政院昨召開人才會報，決定擬定3大策略，包括引導學生早日進入職場、擴大中高齡與婦女就業、積極留住人才，藉此活化國內人力結構。勞委會、教育部等相關部會並將在一個月內彙整出具體方案。

為重視人才培育，行政院決定由院長江宜樺親自主持人才政策會報，昨上午首度開會，全面盤整各部會人才政策。

經建會主委管中閔會後表示，目前國內出現學歷「高出低進」、職場「晚入早出」的現象嚴重，再加上婚育時間延後，也造成人力結構出問題，是政府必須面對的核心議題。

所謂學歷「高出低進」、職場「晚入早出」，管中閔解釋，學生不停地念書、受教育，會影響進入職場工作時間；而中高齡退出職場早，也會造成人力短缺。

教育部次長陳德華會後也說，技職體系畢業生與就業市場銜接並不理想。以高職畢業生為例，10年前升學率不到5成，現在升學率達8成2，產業找不到人。陳德華說，教育部推出產業學院、契合式人才培育專班，由產業提出需求，透過平台在6個區域產學合作中心扮演媒合機制，讓學生畢業後可以直接到產業工作。
