薄熙來一直與台灣工商界關係密切，濟南中院微博中透露，公訴人的庭審證據顯示，實德集團董事長徐明想在大連投資大石化項目，薄熙來曾推介台塑，並成立實德和台塑合作的協調領導小組，薄還曾熱烈接待來訪的台塑王某某。但後來實德改與沙國合作。

檢方向庭上出示，時任大連常務副市長王某的供詞，薄熙來對大連實德集團徐明與台塑王某某、沙地阿拉伯某公司合作的雙島灣石化項目非常重視，多次表示一定要加快建設，多次批示要做好項目協調。薄熙來擔任商部長後，側重對外平台的推動，一是接見宴請沙國來訪的高層人員；二是在沙中混合委員會上表態支持這項目；在中共國家領導人訪問沙國時，把此列入國事訪問中的合作項目。

遼寧省政府也提供，實德向副省長夏德仁請示，就實德與台灣台塑集團合作項目成立協調領導小組，由夏任組長，薄熙來於02年12月7日簽「同意」。薄熙來的證詞中則表示，「徐明想搞大石化，正合我意，就大力支持，當時是想同台塑王某某合作，曾以大連市長身份積極推動。

薄熙來稱，後實德和沙國公司的合作，他任商務部長期間又協調發改委和外交部，讓該項目成為中沙雙方討論議題。

庭審證據顯示，薄熙來最後沒有促成實德和台塑的合作。台塑在這場薄熙來主導並支持的項目中悄然出局。
