暴雨襲台
【王智勇、徐彩媚、林靜盛╱連線報導】南部昨陸續放晴，民眾忙著清理家園。但水災第四天，雲嘉南低窪地區昨仍一片汪洋，台南市北門區錦湖里、白米社區繼續泡在水裡，居民抱怨抽水站三台機器壞了兩台；雲林縣魚塭大量流失，養殖戶欲哭無淚，民眾卻忙著網魚加菜；嘉義則有醫護人員幫忙老弱清理家園，風雨後見溫馨。

台南市民王橋木抱怨說：「北門區會淹水如此嚴重，都是新圍抽水站三台抽水機壞了兩台。」他希望市府不要等颱風來了，才知道修理抽水站。

民怨抽水站癱瘓

北門區長曾榮嘉坦承兩台抽水機在潭美颱風時故障，原設計每秒排水量十八噸只剩五噸。因抽水站癱瘓，市府水利局前晚臨時調派八台小型抽水機應急，雖抽水一整天，錦湖社區仍淹水三十公分深，居民抱怨連連。
雲林縣麥寮寮鄉、口湖鄉的水也沒退，各鄉鎮抽水機全力運作，將水圳泥水抽入大排。台西鄉內魚塭區水圳前晚潰堤，八十公頃漁塭至今仍連成一片，分不清是池子還是路，業者陳文求說：「漁塭溢堤魚蝦全跑光，池內的文蛤也無法收成。」

擋土牆崩塌40米

養殖區損失慘重，卻樂了其他鄉民，鄰近大排許多人忙著拉網捕魚，林姓鄉民開心的說：「大家前天就冒雨捕魚了，每人至少抓二、三百條虱目魚，今天繼續大豐收！」
嘉義地區累積雨量突破七百公釐，竹崎鄉獅埜村（埜，音同野）圳頭坑一戶民宅，前天半夜傳出轟隆巨響，土石泥流從屋後山腰傾洩而下，從三合院正廳衝入屋內，嚇得屋主一家五口往屋外狂奔，所幸沒受傷。
梁姓屋主說，住數十年頭一次遇上土石流，泥流破牆而入，正廳下方紅磚牆面全不見了，牆面上半部的神明畫像卻毫髮無傷。
另外，竹崎鄉沙坑村十鄰羌仔寮聚落的擋土牆不敵豪雨沖刷，崩塌長度近四十公尺，屋前水泥塊散落一地，滿目瘡痍，邱姓一家人被嚇出一身冷汗，只能暫時以大型塑膠布覆蓋，以防繼續崩塌。

慈濟協助清家園

颱風第一天，嘉義地區淹水以民雄、大林最嚴重，大水退去後，許多老人家無力清理家園。慈濟醫院大林分院院長賴寧生，昨動員院內老少五十多人，協助醫院附近淹水的長輩整理環境，並為八十多歲雙腳因泡水而破皮、起疹子的阿公擦藥。

基隆市下午一陣大雨，使得市區道路和暖暖火車站附近都出現淹水，雨水一度灌進部分民宅，所幸並未傳出有人因此受傷。

基隆市消防局指出，包括最熱鬧的廟口夜市周邊市區主要道路，如仁一路、仁二路、孝一路、孝二路及愛二路都出現積水現象，水深及膝約有20多公分。消防局緊急派員協助疏導民眾離開淹水地區，所幸並未傳出有人因此受傷，災害應變中心也在下午3時採「二級開設」。

基隆暖暖區下午也降下傾盆大雨，雨勢又大又急，暖暖火車站附近的源遠路和東勢街一帶積水情況嚴重，雨水灌進部分民宅，區公所除緊急調度沙包支援外，並準備3台抽水機供民眾使用。

中央氣象局指出，受到對流雲系及鋒面影響，今天北部、東南部地區及澎湖地區有局部大雨或豪雨，氣象局也針對基隆及北海岸地區發布豪雨特報。

根據中央氣象局基隆觀測站資料顯示，基隆市區在下午2至3時累積雨量高達94.5毫米，下午1至4時累積雨量更高達174毫米。
