在前美國財政部長薩默斯退出聯準會主席角逐後，其主要競爭者、現任聯準會副主席葉連因資歷豐富，成為接班人的勝算大增。分析師指出，薩默斯在財政部長任內鬆綁金融界法規，間接導致2008年的金融海嘯，令許多經濟學家對其失去信心。

美國聯準會主席柏南克任期將在明年1月期滿，主要接班人選之一的薩默斯在15日表示，決定退出聯準會接班人的競爭。薩默斯曾擔任哈佛大學校長、美國國家經濟會議主席，是美國總統歐巴馬的主要經濟顧問之一。據報導，批評薩默斯的聲浪日漸高漲，美國國會大多反對薩默斯的提名。

薩默斯過去的資歷同時是他得到提名以及提前落馬的原因。薩默斯在前美國總統柯林頓時期擔任財政部長，任內鬆綁金融界法規，讓銀行可同時擔任投資銀行、商業銀行及保險業者的角色，致使銀行膨脹至前所未有的規模。另外，薩默斯在90年代反對規範金融衍生產品。分析師指出，他的這2項決定間接導致了2008年的金融海嘯。

薩默斯退出後，其主要競爭對手、聯準會副主席葉連勝算大增。7月份多位民主黨議員共同聯署致函歐巴馬，要求提名葉連為下任聯準會主席。葉連若獲歐巴馬總統提名並經參議院同意，將成為聯準會百年來的首位女主席。葉連因為在聯準會資歷豐富，是許多經濟學家心目中的理想人選。

歐巴馬預料最快將於本月宣布聯準會主席提名人選，並在參議院投票下最後確認。聯準會主席的交接處在一個關鍵時刻。聯準會先前表示，將逐步停止其每月釋出850億美金的量化寬鬆政策，恐影響全球經濟，下一任聯準會主席如何繼續主席柏南克的財務政策，是外界關注的焦點。

分析師認為，柏南克在任內對銀行進行紓困，推出經濟振興措施，讓美國經濟在金融危機時得以不致垮台。另外，柏南克讓聯準會更加透明，在他的領導下，央行開始透過記者會向社會大眾說明其政策，也會公布其對未來利率的預測。美聯準會表示，預計近乎0的主要利率將維持到2015年。
