因應立法院開議，總統馬英九以小規模座談方式，分7個梯次邀請立委談論國事。總統府發言人李佳霏指出，昨（17）晚舉辦的第2場座談中，共有10位立委出席，且都期盼政局盡快穩定。不過，會中也有立委主張馬英九應澄清外界對監聽的疑慮，引進如監察院等力量啟動調查，馬英九對此回應，監察院可以調查公務員，不能及於立委；他也要與會立委替他設身處地，表示當檢察總長黃世銘向他報告王金平涉入司法關說時，身為國家元首，他能不面對嗎？

李佳霏指出，出席的立委包括賴士葆、呂學樟、孔文吉、王育敏、呂玉玲、陳超明、鄭天財、王惠美、徐少萍、盧嘉辰，他們都期盼政局儘快穩定、爭議早日落幕，更有立委感慨國會開議時，最支持立法院長王金平的竟然是民進黨立委，他替馬英九抱屈，希望王金平知所進退；但也有委員認為關心與關說僅一線之隔，王金平只是做順水人情，建議馬英九可和王金平見面談談，努力尋求解決方案。

李佳霏也轉述，有立委主張馬英九應澄清外界對監聽的疑慮，分別針對關說和監聽，啟動監察院等力量調查。對此，馬英九回應，監察院可以調查公務員，但不能及於立委。

而部分與會立委則認為，最近的事件是國會改革的契機，未來的國會議員將清楚認知關說司法個案的嚴重性，有助於扭轉關說風氣，執政黨也應結合民氣，徹底檢討現有朝野協商的方式，讓議事回歸正常，增加效率與透明度。

此外，會中有立委就自身關心的議題，向馬英九表達意見，包括原住民、兒少福利、兩岸服貿協議等相關法案。
