Google 去年在英國銷售55億美元 卻只繳稅5500萬美元

《路透社》報導，谷歌公司 Google(GOOG. (US-O) ) 的會計報告顯示，公司 2012 年在英國的營業額為 55 億英鎊，上繳給英國政府的稅額為 3500 萬英鎊 (5500萬美元)。Google 去年才因為繳稅爭議，而兩次受到英國國會相關委員會的譴責。

Google 的會計報告顯示，由於公司將幾乎所有的海外(美國以外)獲利，都轉到設立在百慕達群島的子公司。結果，這家網路搜尋引擎公司巨擎，去年海外收入雖然高達 81 億美元，繳交稅率卻只有 2.6%。百慕達群島這個國家，對企業完全不課徵企業營利所得稅。

企業逃避營利所得稅的議題越來越受到國際關注。對於越來越多公司，把利潤從利潤產生國家轉到避稅天堂國這樣的行為，去年召開的全球主要經濟體 G20 及 G8 發達國家組織會議都誓言，要採取行動對付。

Google 對此表示，公司尊守每一個營業所在地的稅法，而 Google 之所以在英國沒有繳交很多稅金，是因為這些利潤並不是由在英國的員工所創造的。

英國 Google 公司－ Google UK Ltd，其業務跟其他歐洲國家的子公司一樣，都是為愛爾蘭 Google 公司－Google Ireland Ltd 提供行銷服務。因此，其所繳納的稅金並不多。Google 開給所有海外(美國以外)客戶的發票，幾乎都是由以 Google Ireland Ltd 的名義所開出的。

可是 Google 在愛爾蘭所申報的企業利潤也不多，因為愛爾蘭 Google 公司把幾乎所有的海外獲利，都轉移到設在百慕達的子公司去，而這些轉移行為，都是以使用 Google 智慧財產所支付的使用金，這樣的名義來包裝。

Google 北歐區主管 Matt Brittin 去年在國會委員會作證時宣稱，因為英國 Google 公司並沒有在英國境內從事銷售活動，所以才沒有在英國繳稅。給果在今年5 月份，《路透社》調查並報導，英國 Google 公司確實曾在英國登過十幾次的銷售人員招募廣告。該報導發表後，英國國會公共會計委員會 (Public Accounts Committee，PAC)，對Brittin 進行了嚴厲的譴責。

PAC 在隨後發表的報告裡，指責 Google 費盡心思逃避繳稅，並要求政府針對多國藉企業的稅收法規，進行修改。

Google 執行長施密特 (Eric Schmidt) 曾表示，強迫科技公司繳納更多的稅金，將會妨礙科技創新。

英國 Google 公司 2012 年只繳納了 1.16 億英鎊的企業所得稅，其中 2400 萬還是以員工股票獎酬的名義課徵的。
