| 小三通管理權限 下放福建執行

兩岸小三通航運有新突破，福建省交通運輸廳表示，大陸交通運輸部日前已將「小三通」審批管理權限，下放至福建省交通運輸主管部門執行，福建省近日將修訂公布相關規定，爭取將原20天的行政許可作業日，縮短到12天，兩岸業者將不需再向大陸交通運輸部申請。
小三通航運近幾年客貨運量不斷攀升，不少參與航運的企業也不斷呼籲，希望能簡化小三通的管理模式；福建日報報導，以審批貨船投入營運為例，之前僅大陸方面就需要當地交通部門初核、福建省交通運輸廳審核，再報交通運輸部審批，點多線長，程序複雜。
福建省積極向大陸國家交通運輸主管部門報告，獲得交通運輸部支持，現已同意將小三通的審批管理權限，下放至福建省交通運輸主管部門執行；而福建省交通運輸廳也修訂出台《福建沿海地區與金門、馬祖、澎湖間海上運輸管理暫行規定》，希望能精簡環節、縮減時限、改善管理。
依據修訂後的管理暫行規定，今後申請經營小三通的大陸地區航運公司，直接向福建省交通運輸廳提交申請書；台灣方面航運公司則委託其在大陸的船舶代理公司，向福建省交通運輸廳申請。
已從事小三通的航運公司和船舶，其《台灣海峽兩岸間水路運輸許可證》和《船舶營運證》，從年審換證起，改由福建省交通運輸廳使用行政公章核發；福建省交通運輸廳表示，希望爭取將原20天的行政許可作業日、縮減到12天，審批時限只有原來的60%。
